Testing before you scrape
EPA recommends testing a suspect material when it is damaged or when a renovation will disturb it, with samples taken by a trained, accredited inspector and analyzed by a qualified laboratory; it does not recommend taking samples yourself. The real risk with popcorn ceilings is the shortcut, where the texture is wetted and scraped without a test. If it contains asbestos, that spreads fibers through the house, and EPA warns against sweeping or vacuuming the debris.
A positive ceiling that is intact and will not be drilled or cut can also be left alone. That keeps the asbestos in place, so any later work that scrapes or cuts the ceiling, such as a new fixture, has to treat it as asbestos-containing again.
