Plano Asbestos Removal provides apartment and multifamily asbestos abatement in Plano for complex owners, property managers and condominium associations. About 43% of Plano homes are renter-occupied, Census estimates show, and the number of units in a building decides which rules apply: the Texas asbestos rules cover a building with more than four dwelling units, while a single duplex, triplex or fourplex sits outside them.

Unit turns, common-area work and building-wide projects are planned around residents. Multifamily abatement is also available in McKinney and in Addison, where about 82% of homes are rented.

Unit turns

Make-ready is the natural moment to deal with flooring, ceiling texture and wall finishes in a vacant unit. In a covered building the survey comes before any disturbance, so the unit is sampled before the turn crew pulls the floor. Abatement then fits into the turn schedule, and the unit is cleared before the next trade comes in.

Common areas and mechanical rooms

Corridors, laundry rooms, clubhouses and mechanical spaces may hold pipe insulation, flooring and ceiling finishes. Removing thermal system insulation such as pipe wrap is Class I work under OSHA, the most tightly controlled category, so it is scheduled for times when residents can be kept clear of the area.

Duplexes and fourplexes

One building of four or fewer units is outside the Texas asbestos rules. That changes when two or more such buildings within 660 feet of each other, under the same owner, are renovated or demolished as one project: they count as an installation under NESHAP, and suspect materials must be surveyed and regulated asbestos removed accordingly.

Condominium buildings

The Texas definition of a facility includes buildings that contain condominiums, so work in a condo building follows the survey rules. Ownership is split between the association and unit owners, so who orders the survey, who signs off and who pays is settled before work starts. For how a particular building is classified, DSHS has the final word.

Where the four-unit line falls

Under 25 TAC 296.1(c), the state rules do not apply to a single private residence or a single apartment building with no more than four dwelling units. So a fourplex being renovated as a fourplex sits outside the state survey and notification steps, while a building with a fifth unit is inside them.

Two situations pull small buildings back in: the multi-building installation rule above, and demolition of a small residential building together with other building types as part of a larger project. This is general information, not legal advice; confirm your building’s status with DSHS.

Frequently asked questions

Does my 8-unit building need a licensed contractor?

An eight-unit building is a facility under the Texas rules, so the owner must have an asbestos survey done before any renovation that disturbs building materials. A DSHS-licensed abatement contractor is required by those rules when the building is a public building; ask DSHS how yours is classified before you hire.

Do I have to tell tenants about asbestos?

We have not researched Texas landlord-tenant disclosure law, so we cannot answer that part; ask a Texas attorney. What the asbestos rules do require is that the owner of a public building tell anyone doing construction, maintenance or renovation work where asbestos-containing material is located.

Can abatement happen while the building is occupied?

Work inside a vacant unit or a closed-off common area can go ahead with residents in the rest of the building, using sealed containment and controlled access. Residents next to the work should be told the dates and which areas will be closed.

For offices and shops in a mixed-use building, see commercial finish-out abatement. All services are on the Plano Asbestos Removal homepage.
